Product Care Association of Canada (“PCA”) continuously reviews program operations and program finances.
EHFs for solvents were initially set in consultation with industry in advance of the implementation of the Ontario Pesticides, Solvents and Fertilizers ISP program on April 1, 2016. PCA is pleased to advise that the Environmental Fee Handing (EHF) for the solvent category will be reduced as follows:

Post collection costs for PSF are managed by reimbursing the municipalities for the share of the cost relating to the products managed in the Product Care program. A “lab pack” sampling process determines this cost share, and the PCA cost share for solvents has decreased by 47% since the program was implemented.
Accordingly, PCA’s board of directors has approved the fee reduction based on current projections and PCA’s reserve fund policy. The Revised EHF for the Ontario solvent product category comes into effect on April 1, 2019. The current EHF rate for ON solvent products continue to apply to sales up to and including March 31, 2019. Fee rates are set by PCA’s board of directors, which includes leading industry representatives, and not by government. Members of the PCA PSF program are reminded that the EHFs are not permitted to be visible at the retail sale.
Note: the method of implementation of a fee rate reduction can vary according to the position of the remitting member in the supply chain and their invoicing procedures. More information regarding the application by members of the solvent EHF reduction will provided to members in January, 2019.
