On April 12, 2018 the Minister of the Environment and Climate Change (MOECC) directed Stewardship Ontario (SO), the Industry Funding Organization (IFO) responsible for Municipal Hazardous or Special Waste (MHSW), to submit a wind-up plan to the Resource Productivity and Recovery Authority (RPRA) by June 30, 2019, and to complete the wind-up of the MHSW Program by December 31, 2020.
PCA currently operates “Industry Stewardship Plans” (ISPs) for the following MHSW products for the benefit of all stewards of those MHSW products – the stewards who have joined the Product Care ISPs and any stewards of those MHSW products remaining with the IFO:
Paint
Pesticides
Solvents
Fertilizers
Accordingly, the transition from the IFO to the PCA ISPs of the operational “supply chain” of these products has been effectively completed. Similarly, certain other MHSW products are managed in other ISPs, and the remaining MHSW products continue to be managed by the IFO.
Product Care will continue to operate the PCA ISPs on behalf of its members, and to work with MOECC, RPRA and all other stakeholders, to support the MHSW transition process.
Upon the completion of the wind-up, stewards will be responsible for compliance pursuant to the Resource Recovery and Circular Economy Act, 2016.
