Update on PSF ISP:
As you are aware, the Industry Stewardship Plan for Pesticides, Solvents and Fertilizers (PSF ISP) was approved by Waste Diversion Ontario (WDO) on October 28, 2015. On December 17, 2015 WDO announced that the effective date (start date) of the PSF ISP will be April 1, 2016.
In December PCA sent out a communication to PSF stewards which highlighted the transition requirements and registration steps to join the PSF ISP with Product Care Association (PCA).
Approved fee rates effective May 1, 2016:
The following are the Environmental Handling Fees (EHFs) for each program material which have been approved by the PCA board of directors following consultation with industry:

Solvents | $0.33 per L |
Fertilizers | $0.07 per KG or L |
ISP start date versus fee start date:
PCA’s commitment to our members is to provide 90 days notice of the EHFs for the program. To keep this commitment, stewards that join the PCA PSF ISP as of the April 1, 2016 effective date will not be required to submit sales reports or fees for the month of April. The first sales/fee reports will be for May 2016 sales, which will be due in June 2016. This means that you will effectively join the program for the April 1, 2016 start but will not pay any fees for the first month of the program. The cost of program operations for the month of April have been taken into account in the multi-year budget for the program.
Reporting to PCA:
All stewards participating in the PSF ISP will be required to report their sales to PCA monthly unless they are pre-approved by PCA for quarterly reporting. Please email PCA at ontario@productcare.org to inquire about quarterly reporting.
How to Register with the PCA PSF ISP:
PCA’s registration portal for the PSF ISP is now active. If you wish to join the PSF ISP, we encourage you to register as soon as possible through the PCA Membership Portal.
PCA Registration Process for Existing PCA Members: If you are already a member of another PCA program, simply log in to your existing PCA account and follow the steps to add the relevant program materials to your account: “Pesticides”, “Flammable liquids/Solvents” and/or “Fertilizers”.
PCA Registration Process for New PCA Members: If you are joining Product Care for the first time, please “Create a New Account” and register for the relevant program materials: “Pesticides”, “Flammable liquids/Solvents” and/or “Fertilizers”.
