Environmental Handling Fees (EHF) for Ontario fertilizers will be suspended for product supplied after September 30, 2021.
Fertilizers remain designated under the Hazardous and Special Product (HSP) regulation, O. Reg. 449/21 Fertilizer Producers are still required to register with RPRA. As of October 1, the HSP regulation will require promotion and education for consumers on what to do with unwanted fertilizer, but there will no longer be requirements for fertilizer to be collected or managed by producers (s. 32).
Product Care has registered with RPRA as a Producer Responsibility Organization (PRO) for fertilizer and is working with Fertilizer Canada and fertilizer producers to develop a plan to meet the requirements of the HSP regulation for fertilizer promotion and education including both existing assets and new materials as required. The fertilizer promotion and education plan will be implemented using existing funds for producers who appoint Product Care as a PRO for fertilizers. Sales reports and EHF remittances will not be required until further notice.

All Ontario fertilizer members will be required to report September 2021 sales, and any outstanding reports, before the end of October 2021.
