LightRecycle / RecycFluo Program Update

New Product Guide Available

We are happy to announce the completion of the LightRecycle / RecycFluo Product Guide.  This guide provides an easy one-stop resource for members to access information about all Canadian light and lighting equipment stewardship programs managed by Product Care Association (PCA). The guide includes the governing regulation, included/excluded products, Environmental Handling Fees (EHFs), and provincial rules governing the visibility of fees.

The new Product Guide is available here, and on our website in the Member and Seller Support Centre.

Product Definition Changes for all Programs: Effective April 1st, 2016

Note: the following changes are to product definitions only, there are no changes to fee rates for the categories.  However as certain products move from one category to another, the fee rate for the new category will apply.

In August of 2015, PCA made changes to the product categories to move UV Tubes from the Fluorescent Tubes category to the HID category.  Upon further review, it was determined that UV-A and UV-B tubes are both florescent tubes by design, and UV-C / germicidal tubes are distinct and are made from different material, warranting different categorization.

Based on this information, and for consistency of product classification, it was determined that UV-A and UV-B tubes are more appropriately classified as Fluorescent tubes for all programs, while UV-C / Germicidal tubes will remain in the HID and other category, where applicable.

The table below summarizes the definition changes:

CategoryDescription of changePrograms/Provinces Impacted
Fluorescent Tubes (All lengths)  UV-A and UV-B tubes will be added to the definition.BC, Manitoba, Quebec, PEI
HID, Special Purpose and Other The terms “UV lamps and UV tubes” will change to read “UV-C / Germicidal lamps and tubes”.BC, Quebec

Please note: In PEI, UV-C / Germicidal lamps and tubes are excluded.  In Manitoba, HIDs are excluded and only residential-use fluorescent tubes are included.

A more detailed overview of the changes, including the new definitions that will be used in each province, is provided here.

Although this change formally takes effect on April 1, 2016, members who are impacted by this change may voluntarily adjust their reporting to accommodate these changes at their earliest convenience.

PCA apologizes for any inconvenience this may cause and members are encouraged to contact us with any questions or comments.

Happy Holidays from PCA!

Together with this year’s holiday cheer, you’ll be pleased to know that we tallied up the numbers from all the RecycFluo and LightRecycle programs combined. Since the programs launched, we have collected more than 20 million lights! This is an amazing feat and we couldn’t have done it without you.

Thank you for your participation in the LightRecycle and RecycFluo programs.  We wish you and your loved ones a wonderful time over the holiday season!
