The Minister was informed there was an MHSW surplus in excess of $40 million dollars and in July 2019, the Minister of the Environment and Climate Change (MOECC) directed Stewardship Ontario (SO), the Industry Funding Organization (IFO) responsible for Municipal Hazardous or Special Waste (MHSW), amended its previous direction for the MHSW wind-up to include:
a. amended the timeline to winding up the MHSW program to June 30, 2021
b. single-use batteries program managed by Stewardship Ontario to wind-up June 30, 2020
c. extended the deadline for Stewardship Ontario to submit an MHSW Wind-Up Plan to RPRA by September 30, 2020
d. Minister’s expectation that the proposal submitted to RRPA in the MHSW Wind-Up Plan includes options to return surplus funds to MHSW consumers
