Ontario Producers can now pre-register with Product Care for Ontario HSP products

Product Care HSP registration portal now ready

You can now pre-register for the Product Care HSP program by logging into the Product Care member portal and following the steps indicated. Existing Product Care members should select “registration”. New Product Care members will need to first set up their account.

During the registration process you can select the HSP products for which you intend to appoint Product Care as your Producer Responsibility Organization (PRO) and view the Product Care Ontario HSP supplementary member agreement.

Registering as an HSP Producer with the regulator, RPRA

Your registration cannot be finalized until you obtain a RPRA HSP Producer registration number. The date of the availability of RPRA’s HSP Producer registration system has not been announced. For more information about registering with RPRA for HSP products visit RPRA website – HSP Products. Please note that the deadline for registering with RPRA has been extended to November 30, 2021, however, all Producers must be compliant with the HSP regulation as of October 1, 2021. An important first step is to pre-register with Product Care as PRO.

Producers of oil filters, antifreeze, oil containers, pressurized containers, pesticides, solvents, paints and coatings must also provide to RPRA the total weight of each type of HSP supplied in Ontario in 2018, 2019 and 2020. Note that the HSP regulation is not limited to sales to residential users and small quantity generators as was the case with MHSW. RPRA advises that the quantity can be reported using units sold, which will be converted by RPRA to weight using conversion factors.

Producers of fertilizers and refillable propane containers must provide the date they first supplied the products to consumers in Ontario. Note: producers must submit this information to RPRA directly and will also be required to pay their entire 2021 Registry fee to RPRA following registration. For more information see 2021 Registry Fees for Blue Box and Hazardous and Special Products.

HSP Registration Guidebook

Product Care has developed a simple to follow “HSP registration guidebook” to help HSP Producers with the procedure to preregister and to appoint Product Care as your PRO for HSP in Ontario. The HSP member registration guidebook will be sent as a separate attachment to this email and posted on Product Care’s website here.

About Product Care as a PRO for HSP

The HSP regulation requires HSP Producers to register with Resource Productivity and Recovery Authority (RPRA) and provides the option to join a Producer Responsibility Organization (PRO) to help HSP Producers comply with the requirements of the HSP regulation.

Product Care has registered as a PRO with RPRA, registration number: 00008937, for the following products:

  • paints and coatings,
  • solvents,
  • pesticides,
  • fertilizers,
  • refillable propane containers,
  • non-refillable
  • refillable pressurized containers

Product Care is ready to help Producers meet their requirements under the Hazardous and Special Products (HSP) regulations O.Reg. 449/21. Product Care is a federally incorporated not-for-profit organization, managing Extended Producer Responsibility programs across Canada for 27 years with an industry led board.

Product Care launched the first Ontario Industry Stewardship Program (ISP) for paint in 2015 followed by pesticide, solvent and fertilizer in 2016. Currently, Product Care manages 16 programs in 9 provinces and provides services to 3 other programs, ensuring Producers are compliant with local regulations.
