Product Care Recycling is a not-for-profit, industry organization providing “Extended Producer Responsibility” (“EPR”) programs to producers of lighting and other designated products across Canada and in the US.
As of January 1, 2023, producers of lighting products will have new EPR obligations in Ontario under Ontario Regulation 522/20: Electrical and Electronic Equipment. The EEE Regulation defines “lighting” as equipment that has the primary purpose of producing light, such as light bulbs, tubes and lamps, including but not limited to incandescent, fluorescent, halogen, light emitting diode (LED) and high intensity discharge (HID) lamps. The definition does not include lighting that is provided with another product or a fixture, or that falls into the category of ITT/AV equipment as defined by the Regulation.
Producers have the option of complying individually with the regulatory requirements outlined in the Regulation or appointing a Producer Responsibility Organization (“PRO”). Product Care will be registering as a PRO for lighting in Ontario with the Resource Productivity and Recovery Authority as soon as their system allows.
Product Care operates lighting EPR programs in BC, MB, QC and PEI, as well as Washington State. We provide an easy and efficient registration and reporting system for producers and will leverage our extensive experience in operating lighting EPR programs to ensure that producers participating in the Product Care Ontario lighting program meet their regulatory requirements.
With January 1, 2023 just around the corner, our team will support you every step of the way, ensuring that you have up to date information on your obligations as a lighting producer and the work we are doing to establish an effective and compliant end-of-life system for all obligated lighting products in Ontario. We will be hosting an Ontario lighting producer EPR information webinar in July and will provide additional information on this soon.
As a first step, you can register with the Product Care Recycling Ontario lighting program at this registration link. Our Registration Guide provides step by step support for the registration process and there is no registration fee to join our program.
We are in the process of determining environmental handling fee (EHF) rates for the program, and your registration will only be finalized after we notify you of the EHF rates later this summer.
