Product Care Recycling is committed to the sustainable management and environmental stewardship of lamps program in select provinces. We are writing to inform you about the upcoming changes to the Environmental Handling Fees (EHF) for the Québec RecycFluo program and Prince Edward Island Light program.
Québec RecycFluo Program Fee Rate Changes
Effective July 1, 2024, the board has approved changes to the fee rates for the Québec RecycFluo program. This decision is a result of a thorough analysis and consideration of the program’s performance since its inception in 2012.
Like most businesses, the program has faced increased operational costs. Recognizing the growing expenses, Product Care has continued to diligently implement processes aimed at managing and mitigating these costs, aligning with our commitment and dedication to careful financial management. Since the inception in 2012, EHF fee rates remained unchanged. The QC Lights program is unique in that it includes only mercury containing lights.
As a result of these escalating expenses, coupled with a simultaneous decline in sales over the past few years, the following fee changes have been approved to ensure the long-term sustainability of the program.
New Québec RecycFluo EHF Rates, Effective July 1, 2024:

| 4. Compact Fluorescent Lights (CFL)/ Screw-In Induction Lamps | $0.20 | $0.25 |
| 5. High Intensity Discharge (HID), Special Purpose and other | $1.10 | $1.35 |
Prince Edward Island EHF Rate Changes
Prince Edward Island was established in 2015. Since program inception, EHF fee rates remained unchanged. However, the current market conditions and operational challenges have resulted in a need to adjust the EHF rates.
New Prince Edward Island EHF Rate Changes, Effective July 1, 2024:

*It must be noted that the LED lamp category has been redesigned in two categories:
