Dear Members,
Implementing a Hazardous and Special Products (HSP) program in Yukon presents unique challenges due to limited infrastructure, a small population, and the need for remote collection services. Given these complexities, we conducted a member consultation to determine whether to move forward with the program. The consultation concluded on February 5, 2025, and the results provided a mandate for Product Care to proceed.
Member Consultation Results
Based on the consultation:
- Approximately 65% of respondents voted to authorize Product Care to submit a stewardship plan under Yukon’s Extended Producer Responsibility (EPR) regulations.
- 64% of those members voted to set Environmental Handling Fees (EHFs) at 6-7 times higher than the rate of other Canadian programs to account for the unique operational challenges in Yukon.
- Members were informed and acknowledged that cost adjustments (true-ups) will be introduced to address potential funding gaps.
Next Steps & Timeline
The program start date is not yet determined as it will depend on when the stewardship plan is approved. Under the regulation, if approval is granted after January 1, 2025, the program start date will be nine months from the approval date.
While we do not have a set launch date, our tentative timeline is as follows:
- Late Spring: Draft plan completed and posted for consultation
- Early Summer: Stakeholder consultation on the draft plan (65 days)
- Late Summer: Final stewardship plan submitted to the Yukon Government
- Autumn: Begin program implementation
We will provide further details on EHFs and the introduction of true-ups as they become available.
